In Oakville the specific version is a supplier plant that has run continuously for thirty or forty years with coolant and hydraulic fluid going into the slab the whole time. The floor looks tired. The real problem is two inches down, and grinding the surface will not reach it.

South Oakville's employment districts are mature and close to fully built out, so we see a lot of 1970s to 1990s slabs poured before under-slab vapour retarders were standard. A plant floor that has been running for twenty years has oil, coolant and hydraulic fluid driven down into the concrete. Grinding the surface alone does not solve that, it just exposes clean-looking concrete with contamination underneath waiting to reject the primer. Older stock needs degreasing, sometimes repeated, and a bond test before anything gets specified. This is the step most quotes skip and most failures come from.

Oakville splits into two working realities. South of Dundas the buildings are older, tenanted and busy, so access, parking and elevator or dock time drive the schedule as much as the coating does.
